Using the Sidewinder will not increase the pin weight exerted on the vehicle by the trailer. The Sidewinder simply relocates the pivot point between the trailer and the vehicle from the point where the king pin locks into the jaws of the fifth wheel hitch to the point where the turret attaches to the trailer. I looked up the towing capacity of your 2013 Ford F-350 and it should have a towing capacity of 12,500 lb, but if yours is limited to 11,300 lbs that would be a bit too close to tow a trailer with a dry weight of 11,000 lbs. You'd pretty easily be over capacity by the time it's loaded and ready to tow. Nothing we offer can allow you to increase your towing capacity too so you'd have to look into either a new truck or a new trailer.

I talked to the manufacturer and they recommended the Curt Custom 5th Wheel Bracket Kit # C16424-104 this will provide up to 61'' of clearance when installing your 5th wheel hitch on the short bed. The size of the fuel tank would also factor in.
